Frequently Asked Questions about IRS Executive Careers
Q1. What is the Senior Executive Service (SES) Candidate Development Program (CDP)?
A. The Senior Executive Service (SES) Candidate Development Program (CDP) is the principal means through which the IRS seeks to identify and hire career executives. The CDP provides selected applicants the opportunity to work with a diverse, knowledgeable, and highly-skilled workforce. The Program is a minimum of one year and maximum of two years in length, and consists of formal training (i.e., Executive Development (XD) Program) and developmental assignments. Its purpose is to identify outstanding persons with demonstrated leadership competencies and to prepare them for Senior Executive Service (SES) positions. SES positions are those positions which are classified above GS-15 or equivalent. They are not required to be filled by Presidential appointment with Senate confirmation and are, generally, responsible for managerial, supervisory, and/or policy functions.
Q2. What is the Executive Development (XD) Program?
A. The XD Program is the formal training phase of IRS SES Candidate Development Program (CDP). The goal of the XD Program is to help participants better understand the strategic vision of the IRS as it relates to their future role as an executive.
Q3. How do I find out more about the IRS SES Candidate Development Program (CDP)?
A. You can find specific details regarding all aspects of the hiring and selection process in the vacancy announcement. A new announcement will be posted on the USAJOBS.gov website on July 9, 2007. If you wish to apply, visit the website, select the “Search Jobs” page and find the 2007 IRS CDP announcement. Q4. What are the "Qualification Requirements" for the CDP?
A. The IRS recruits individuals from a variety of career fields ranging from Tax Administration to Information Technology to Support Services Positions. To be eligible for this program, you must demonstrate that you have had one year or more of leadership experience at the GS-14/GS-15 level or above in the Federal service, or comparable experience, to be considered. This experience must have been at a sufficiently high level of difficulty to demonstrate how well you possess all of the Executive Core Qualifications (ECQs). Q5. How do I apply for the Candidate Development Program?
A. Instructions on how to apply will be explained in the vacancy announcement. The vacancy announcement will be posted on USAJOBS on July 9th.
Q6. Are there any special requirements for my resume?
A. Yes. Your resume must not exceed three pages and should be prepared in accordance with the instructions in the vacancy announcement. All resumes with content that extends over the three page limit will not be considered. Your resume will be used to validate the extent to which you have demonstrated the competencies of the ECQs.
Q7. How much time do I have to apply to an IRS vacancy announcement?
A. The opening and closing dates for all vacancies are shown on the vacancy announcements posted on the USAJOBS.gov website. Please refer to these dates to determine the open period for each vacancy announcement. Applications that do not contain all of the required information requested by the closing date of the announcement may not be considered.
Q8. When are new vacancy announcements posted?
A. Vacancy announcements will be posted on an as-needed basis in order to ensure that IRS maintains a highly qualified executive cadre with the required mixture of leadership and technical skills to meet the organization's needs. The number of positions to be filled will be determined based on IRS' business and succession planning requirements.
Q9. I have previously applied for the Candidate Development Program. Is it necessary to resubmit another application package?
A. Yes. Due to the changes that have recently been made to the SES and CDP application process you must reapply.
Q10. What is the Mobility Requirement and how will it be used?
A. Geographic and/or positional mobility is required and will be considered to the extent necessary to meet the developmental needs of the individual and the needs of the Service. The necessity of maintaining a qualified group of executives for positions requires that all CDP applicants will be available for assignments in headquarters locations (Washington, DC and/or Atlanta metropolitan areas) or field offices throughout the U.S. Every effort will be made to balance the needs of individual executives with the needs of the organization. Travel will be required through the duration of the CDP.
Q11. What is the salary range for 2007 CDP program? What happens after I complete the CDP?
A. Candidates in the CDP are placed in the IR payband. The salary range for the Candidate Development Range is $79,115- $120,981(Base Pay). Selectees who hold Federal competitive appointments in the Service’s Senior Manager payband will be reassigned or appointed to the position of Executive Officer, retaining their current pay level. Selectees who hold positions in the General Schedule pay plan will be placed in the Service’s Senior Manager Payband. A selectee who is not a Federal employee, or a selectee who is a Federal employee but is serving on other than a career or career-type appointment, must accept a Schedule B appointment, not to exceed three years, in order to participate in the SES CDP. Advancement into the SES depends on performance, OPM certification, and the availability of vacant positions.
Q12. What is the process for selection into the CDP program?
A. Your resume will be evaluated on the basis of your statements regarding the quality and extent of your total accomplishments, experience and education. Your experience will be evaluated to determine the degree to which you possess the ECQs to become a Federal Executive (Click here for additional information on ECQs). If you meet the qualification requirements, you will be further evaluated by a panel of Senior Executives.
Q13. If I am selected for an SES or CDP position, will I be subject to a background check and a tax check?
A. Yes. If you are selected to move forward to the interview process, you will be required to complete a full background investigation and tax check. Selectees are also subject to a tax audit for open tax years (i.e., years not otherwise barred by statute, usually the last three years).
Q14. If I am selected for an SES or CDP position, what benefits will I be eligible to receive?
A. As an IRS employee, you will be eligible to participate in several of the benefits programs offered. Many are conferred upon your appointment, such as retirement, vacation, and sick leave. Other benefits are offered to you and participation is strictly by choice, such as health and life insurance, and a tax-deferred savings program similar to a private sector 401(K). Each benefits program has specific participation rules and timeframes for enrollment.
Q15. If I am a veteran, do I get veteran’s preference for CDP and SES positions?
A. No. Veterans preference does not apply for the Candidate Development Program or the Senior Executive Service.
