Communications & Liaison (C&L)

Support the IRS mission by building relationships and understanding between IRS and its stakeholders through effective information sharing. Enterprise Digitalization and Case Management Office (ED&CM)

Enterprise Digitalization and Case Management Office (ED&CM) is an integral part of the IRS with the unique mission to enhance the taxpayer and employee experience by improving business processes and modernizing systems through two critical initiatives: Digitalization and Enterprise Case Management. ED&CMO addresses IRS’s need to modernize and consolidate many aging legacy systems. It empowers taxpayers and IRS employees to rapidly resolve issues in a simplified digital environment by drawing on leading industry practices to identify what combination of business processes and technology work best for IRS customers and employees.

Equity, Diversity & Inclusion (EDI)

The EDI Office is focused on building and sustaining a model EEO program and its efforts to create and maintain a workforce in which employees feel valued and can make significant contributions towards the Service's mission.

Facilities Management & Security Services (FMSS)

The Facilities Management and Security Services (FMSS) Division is a support services provider organization charged with providing nationwide facilities and security services for the Internal Revenue Service (IRS). With a budget of almost $1 billion, we manage over 26 million square feet of space at approximately 600 locations throughout the United States.

Human Capital Office (HCO)

The HCO mission is to make IRS an employer of choice and a leader in human capital planning and management. It develops strategies and tools for recruiting, hiring, developing and retaining a highly skilled and high performing workforce to support the IRS mission.

IRS Direct File

The Office of Direct File is responsible for delivery and oversight of the Direct File service that provides taxpayers with a new option to file their individual federal tax returns online for free, directly with the IRS. Giving taxpayers an additional filing option with Direct File strengthens the tax filing system and fits squarely into our effort to make taxes as easy and accessible as possible. Permanent positions include engineers, product developers, data scientists, technical tax experts, management and program analysts, customer support representatives, and digital and customer experience analysts.

Office of the Chief Risk Officer (OCRO)

The OCRO oversees both the Enterprise Risk Management (ERO) and the Enterprise Audit Management (EAM) programs. The ERM program provides a strategic framework to effectively deal with risk across the agency. The EAM program provides a collaborative enterprise approach to the IRS Treasury Inspector General for Tax Administration (TIGTA)/Government Accountability Office (GAO) audit management process.

Office of Professional Responsibility (OPR)

The Office of Professional Responsibility (OPR) is responsible for all matters related to tax practitioner misconduct, discipline and practice before the IRS under Circular 230 (31 CFR Subtitle A, Part 10, Regulations Governing Practice before the Internal Revenue Service).

Online Services (OLS)

Online Services is uniquely poised to help deliver digital solutions to taxpayers at all stages of the tax process. Whether finding ways for taxpayers to track the progress of their refund, find options for paying additional taxes due, or managing their own account on IRS.gov, Online Services is here to help.

Return Preparer Office (RPO)

The Return Preparer Office (RPO) oversees Preparer Tax Identification Numbers (PTINs), enrollment programs, IRS approved continuing education providers, and the Annual Filing Season Program for tax return preparers.

Taxpayer Advocate Service (TAS)

An independent organization within the IRS, the Taxpayer Advocate Service helps taxpayers resolve problems and recommends changes that will prevent them. You’ll assist taxpayers who are experiencing economic harm.

Taxpayer Experience Office (TXO)

The goal of the TXO is to create a positive experience for taxpayers while helping them understand and meet their tax responsibilities.

Tax Exempt & Government Entities Division (TE/GE)

As part of the TE/GE division, you’ll help customers understand and comply with applicable tax laws and protect public interest by applying the tax law with integrity and fairness to all.

Transformation & Strategy Office (TSO)

TSO leads efforts to deliver the IRS transformation vision, which includes transformation of service, compliance, data, technology, human capital, culture, governance, and organization.

Taxpayer Services (TS)

TS is focused on providing the best service possible to help taxpayers understand and comply with applicable tax laws and protect the public interest by applying the tax law with integrity and fairness to all.

Whistleblower Office (WO)

The vision of the Whistleblower Office (WO) is to provide fair treatment for whistleblowers and taxpayers, and support to IRS efforts to apply tax laws with integrity and fairness.

Tax Exempt & Government Entities

The Tax Exempt & Government Entities division encompasses employee plans, exempt organizations, and government entities, whose duties are previewed below. Our customers include small local community organizations, charities, major universities, large pension funds, small business retirement plans, local and state governments, participants in complex tax-exempt bond transactions, and Indian tribal governments and tribal associations.

Employee Plans

  • Enforces customer compliance with retirement plan laws.
  • Provides educational tools to plan sponsors, participants, and practitioners to better understand and comply with the retirement plan laws.
  • Works with plan sponsors to correct problems and ensure that they provide the correct benefits to their employees and preserve their plan’s tax-favored benefits.

Exempt Organizations

  • Ensures that organizations comply with the tax laws, identifies areas of noncompliance and recommends strategies for corrective action.
  • Ensures not-for-profit organizations meet tax-exempt status requirements.
  • Reviews and approves applications for tax exemption and collaborates on technical guidance.
  • Provides education and outreach programs to proactively help exempt organizations better understand their tax responsibilities.

Government Entities

  • Conducts compliance examinations and administers voluntary compliance programs.
  • Assists with the federal tax administration of over 104,000 employers of federal government, state, county, city, town and local, and quasi-governmental entities. These entities employ 20% of the American workforce.
  • Maintains a relationship between IRS and Indian tribal governments by assisting with federal taxation issues related to gaming, and other tax issues involving Indian tribes.
  • Helps members of the tax-exempt bond community better understand their tax responsibilities. Implements new legislation, regulations, or other guidance affecting the municipal bond market.

You will analyze and resolve tax processing problems, adjust taxpayer accounts, prepare and issue manual refunds, perform credit transfers, and compute tax, penalty, and interest.

Tax Law Specialist – Job Series 0987

As a Tax Law Specialist, you will use your expertise in the analysis and resolution of compliance issues relating to the Internal Revenue Code and related regulations. Join the IRS team as a Contract Specialist and you will be part of the support network for management and procurement staff, customers, and program personnel. As a Management and Program Analyst you will initiate and conduct studies to improve the effectiveness of the IRS procurement organization. You will provide expert advice and technical support to management, staff, and the organizational functions. You will conduct market research, assist in writing Statements of Work and proposal evaluations, and monitor contracts as you work with clients to identify resources for staffing, funding, equipment, and facilities. You will implement changes to create a more efficient, streamlined procurement process. You’ll also monitor costs, schedules, and the performance of assigned contracts, and provide recommendations to resolve technical acquisition problems.

In the Internet specialty area, you’ll work on complicated new issues that involve the planning, design, development, testing, integration and deployment of Web-based applications that interface with existing hardware and software.

Network Services

In Network Services, you’ll design, develop, test and implement networked systems used for transmitting information in voice, data or video formats. Network maintenance will include both software and hardware (servers, hubs, bridges, switches and routers).

Operating Systems

In Operating Systems, you’ll install, configure, and maintain large operating systems, including mainframes, system servers and operating system software. 

You’ll also resolve complex issues involving systems integration, hardware strategy and disaster recovery.

You’ll also coordinate and facilitate the work of other analysts as you monitor and manage project resources and activities and identify and analyze IT systems requirements and environments. Appeals is an independent part of the IRS. Appeals Officers review the strengths and weaknesses of the issues in a tax case objectively and conduct a conference with the taxpayer and/or the taxpayer’s representative. The Appeals conference can be held via telephone, virtually, in person or through correspondence. Most cases can be settled in this environment without an expensive and often time-consuming Tax Court trial. Our goal is to provide a forum where we can work with the taxpayer and/or the taxpayer’s representative in an effort to resolve the tax dispute.

The Appeals Team Manager works under an Area Director and has full responsibility for the overall team success in delivering and balancing customer satisfaction, employee satisfaction and business results. They lead and plan work to be accomplished by a team of Appeals Officers, set and adjust short-term priorities, and grade and distribute work based on the complexity of the appeal. 

Appeals Officer – Job Series 0930

An Appeals Officer serves as an Appeals Campus or field team member handling issues and cases generated by various Compliance functions. They conduct conferences for the settlement of routine tax cases in which taxpayers have appealed determinations made by the Service or have filed petitions with the U.S. Tax Court for re-determination of tax liabilities. Appeals Officers research case issues and tax law to determine and apply the law to the facts presented. An Appeals Officer (Settlement Officer) serves as a member of an Appeals Campus or field team responsible for administratively resolving collection cases including Collection Due Process (CDP), Offer in Compromise (OIC) and Collection Appeals Program (CAP) cases that are generated and referred to Appeals by various Campus or field compliance offices. Settlement Officers require a command of not only the Appeals IRM, policies and procedures, but also the Collection IRM, policies and procedures to resolve cases while balancing the interests of both the taxpayer and the government.

Appeals Team Case Leader – Job Series 0930

An Appeals Team Case Leader (ATCL) is generally assigned the largest and most complex cases and issues in Appeals. ATCLs lead a team of Appeals Officers, technical specialists, and other support personnel in the performance of their work taking into consideration organizational priorities. They resolve cases in a timely manner by assigning work, monitoring team members’ progress on assignments, and personally working on a variety of the most demanding issues. They take immediate corrective action to address any problems that adversely impact efficient case/issue resolution and overall plan accomplishment.

Appeals Account Resolution Specialist (Appeals Screener) – Job Series 1101

 An Appeals Account Resolution Specialist serves as a team member on either an Appeals field or a Campus team. They may be assigned a variety of Appeals workstreams as dictated by specific training and operational needs. The work involves facilitating and securing the administrative resolution of issues that have not been resolvable within other Service components.

An Appeals Processing Manager supervises a team that provides technical support for receiving, controlling, and processing all Appeals and Counsel Tax cases. The team provides final processing for Appeals cases, performing the full range of actions to process Appeals and Counsel Cases from the point of receipt to closure, including adjustments, assessments, manual refunds, and abatements for all types of tax cases.
